United for Efficiency supports Sudan’s policymakers and regulators in advancing policies, strategies and actions for the phase-out of inefficient lighting and cooling products.
The initiative promotes an integrated policy approach to support the transition to energy-efficient and climate-friendly technologies, ensuring that market transformation can be sustained over time by the domestic market without continued external support.

Main Components
This GEF-funded project aims to promote, demonstrate, deploy and transfer innovative low-carbon technologies, including high-efficiency lighting and climate-friendly room air conditioners.
The initiative supports the development of national policies and regulatory frameworks to enable the uptake of efficient technologies across multiple product categories.
- Development of a national energy efficiency strategy for lighting and air conditioners, later expanded to include refrigerators, fans and evaporative coolers, as part of the National Energy Efficiency Action Plan (NEEAP)
- Adoption of regulatory mechanisms, including Minimum Energy Performance Standards (MEPS), energy labelling schemes, and testing and import procedures
- Establishment of monitoring, verification and enforcement systems to ensure compliance with MEPS
- Awareness-raising among supply chain stakeholders and end users to support compliance and market uptake of efficient products
- Strengthening environmentally sound management of lighting products and air conditioners to minimise environmental impacts
