U4E Model Regulation Guidelines Support NDC4 Call for Proposals on Refrigeration and Air Conditioning NDC Strategy Development

“Ambitious countries” may be able to benefit from technical advisory in the application of best practices for Nationally Determined Contribution (NDC) strategy development in the refrigeration and air conditioning (RAC) sector thanks to the NDC4 Call for Proposals from the global project Cool Contributions Fighting Climate Change II (C4 II).

C4 II is funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) under the International Climate Initiative (IKI). The project assists countries in designing and implementing NDC mitigation measures in the RAC sector and supports them in developing more differentiated and ambitious NDC cooling targets and actions. In the context of this Call for Proposals, ambitious countries are defined as those whose HFC phase-down ambitions clearly exceed the provisions of the Kigali Amendment and/or energy efficiency target values meeting at least low efficiency as specified in the United Nations Environment Programme United for Efficiency (U4E) model Regulation Guidelines for split air conditioners and/or domestic and commercial refrigeration.

The Call for Proposals is open to government departments, such as National Ozone Units, Climate Units, Energy Efficiency Units, and other entities such as research institutes, industry associations, training institutes, that promote their country’s ambition to include emissions and mitigation measures for the RAC sector in their NDC.

By providing guidance on minimum energy performance standards and labels that addresses both efficiency and refrigerants, the U4E Model Regulation Guidelines for air conditioners and refrigeration products ensure that climate benefits from regulations that meet these target values are significantly enhanced by improving energy efficiency while phasing down HFCs.

They were developed in consultation with numerous experts from various sectors and regions to assess best practices and new developments with the aim of balancing ambitious energy performance and refrigerant requirements while limiting adverse impacts on the upfront costs and availability of products.

The NDC4 Call for Proposals is being overseen by the C4 II project. The project is part of GIZ Proklima who was one of the contributors to the development of the Model Regulation Guidelines and is a U4E partner.

The application deadline is 16 January 2023.  Please note that only entities in countries on the Development Assistant Committee (‘DAC list’) are eligible to apply.
