This report is the Terminal Evaluation of the UNEP project, Building high-level support and capacities to enhance climate and ozone protection through cooling efficiency (the Cooling Project), implemented between November 2017 and November 2022. The Project’s overall development objective was to significantly increase and accelerate the climate and development benefits of the Montreal Protocol refrigerant transition by maximizing a simultaneous improvement in the energy efficiency of the cooling sector. The scope included all of United for Efficiency’s (U4E) cooling portfolio, including activities with OzonAction, Cool Coalition, CCAC, and other partners within and beyond UNEP.
The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the Project, including their sustainability. The evaluation has two primary purposes:
- To provide evidence of results to meet accountability requirements.
- To promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, and the relevant agencies of the project participating countries.
The final score of U4E’s sustainable cooling portfolio from 2017-2022 was assessed by the independent evaluators to be “Highly Satisfactory”.
