United for Efficiency supports the Lao People’s Democratic Republic policymakers and regulators to advance policies, strategies and actions for the phase-out of inefficient lighting and refrigeration appliances. Emphasis is on an integrated policy approach so that a transition can be sustained by the domestic market without continued external support or resources.

DEVELOPMENT OF ACTION PLAN FOR DESIGNING AND IMPLEMENTING STANDARDS AND LABELLING PROGRAMME IN LAO PDR
The objective of this Green Climate Fund Readiness project is to develop an implementation plan for minimum energy performance standards (MEPS) and labelling programme for energy-efficient lighting and appliances and establish an enabling environment for transformation of the lighting and appliance market.

- Identification of climate appropriate technological solutions through market survey/assessment
- Devising operational frameworks for establishment and implementation of MEPS & labelling
- Techno-economic feasibility of energy-efficient lighting products and appliances across various end-use sectors
- Introducing policy reforms and financial incentives to scale-up adoption of energy-efficient appliances
